The complainant made a request to the University of Reading for information relating to rights of way over University land. The University refused to provide some of the requested information to the complainant as it stated it was exempt from disclosure under section 43(2) of the Freedom of Information Act 2000. The Commissioner considers that the requested information is environmental information and therefore the request should have been dealt with under the Environmental Information Regulations 2004.
