The complainant requested information relating to an internal audit. Shropshire Council (the Council) provided some information but refused to disclose the remainder citing the exemptions provided by sections 36, 40, 42 and 43. The Commissioner has investigated the Council’s application of section 36(2)(b)(ii) (inhibition to the free and frank exchange of views) of the FOIA. The Commissioner’s decision is that the Council cited the exemption correctly. The Commissioner does not require the Council to take any steps as a result of this decision notice.
