In particular, in order to show that a proposal is ‘in the interests of economy, efficiency and effectiveness’ within section 4A(5) of the Fire and Rescue Services Act 2004, is it necessary to show that it is in the interest of each of those objectives, or can those three matters, the ‘3Es’, be considered ‘in the round’?’
