Ion Balasoiu v Romania: ECHR 17 Feb 2015

The applicant complained that the death of his son in prison was caused by abuse allegedly inflicted on him two months earlier by police officers while in police custody. He also believes that the national authorities have not conducted an effective investigation into his allegations of ill-treatment followed the death of the victim. Finally, he contends that the abuse in question had been inflicted on her son because of his membership in the Roma community and regrets that no investigation into the existence of racist motives to these facts have not been conducted. He relies on Articles 2 and 3 of the Convention, alone and in combination with Article 14 of the Convention.
