The Commissioner’s decision is that East Herts District Council has not dealt with the requests for information in accordance with the Freedom of Information Act 2000 and Environmental Information Regulations 2004 by: incorrectly withholding information under the vexatious exclusion, and, in the case of environmental information, the manifestly unreasonable exception; and taking too long to respond in and provide the information.
