The complainant requested details of drug tests carried out on competitive British Olympic weightlifters over a 24 month period. The Commissioner’s decision is that the public authority was not entitled to withhold the information requested on the basis of the exemptions at sections 36(2)(c) and 40(2) FOIA. The Commissioner requires the public authority to disclose the information requested, i.e. the information referred to as ‘the disputed information’ throughout this notice.
