The complainant requested financial details associated with the sale of the existing Civic Offices site and the cost of building new accommodation. Telford and Wrekin Council (‘the Council’) disclosed some information but withheld the sale price of the Civic Offices site under section 43 of the FOIA. During the Commissioner’s investigation, the Council sought to rely on regulation 12(5)(e) of the EIR. The Commissioner’s decision is that the Council has correctly applied regulations 12(5)(e) to the requested information. He does not require any steps to be taken.
