Appeal against a decision of Sir Anthony May P whereby he refused an application by MM and by AO, a child, by her mother and litigation friend, for a mandatory order requiring the Secretary of State for the Home Department to make arrangements for an independent inquiry claimed to be required for compliance with article 3 (Prohibition of Torture) of the European Convention on Human Rights. The appellants also sought a declaration that the Secretary of State has acted unlawfully by failing to make such arrangements.
