The complainant has requested information relating to care arrangements. The Commissioner’s decision is that Luton Borough Council (‘the council’) has not provided sufficient reasons for applying the exemption where the cost of compliance exceeds the appropriate limit and has taken too long to respond. The Commissioner requires the public authority to either disclose the information or issue a valid refusal notice in accordance with section 17 FOIA.
