The Commissioner’s decision is as follows: The complainant’s request is vexatious and the ICO is entitled to rely on section 17(6) as it would have been unreasonable in the circumstances to have expected the ICO to issue a refusal notice. The Commissioner does not require the ICO to take any corrective steps.
