Hartlepool Borough Council disclosed some information, and withheld the remainder under regulations 12(5)(e) and 12(5)(f). The Commissioner’s decision is that the Council has failed to demonstrate that regulations 12(5)(e) and 12(5)(f) are engaged. The Council has also breached the requirement of regulation 5(2).
