The mother applies for an order pursuant to the court’s parens patriae jurisdiction for the children to be returned to the jurisdiction of the court of England and Wales ‘for their immediate protection and in order that this court may conduct a welfare analysis and determine where the children should live and what time they spend with each parent.’
