The Commissioner’s decision is that Cornwall Council has appropriately relied on section 12(4)(b) to withhold the requested information and that the public interest favours maintaining the exemption. However it breached regulation 14 in failing to provide a refusal notice within the required timescales. The Commissioner does not require any steps.
