The Commissioner’s decision is that the Balen Report is held by the BBC for the purposes of ‘journalism, art or literature’ and does not fall inside FOIA. The complainant requested information from the British Broadcasting Corporation (the BBC) regarding the British Academy of Film and Television Awards (BAFTA) and the system known as ‘fast tracking’.
