The complainant requested the full building control file relating to the design and construction of a particular property. The Council considered the request in accordance with the EIR and stated that the information requested was exempt under regulation 13. The Commissioner has investigated and finds that the Council correctly applied regulation 13 of the EIR to some of the withheld information but that other information should have been disclosed.
