The complainant has requested a copy of a specified report in connection with a Compulsory Purchase Order of a named property within the Cardiff Council’s boundaries and its subsequent sale. The Council provided a redacted copy of the report, withholding some information on the basis of section 40(2) and other information by virtue of section 41(1) of the FOIA. The Commissioner’s decision is that Cardiff Council has correctly applied section 40(2) and section 41(1) of the FOIA. The Commissioner requires no steps.
