The Valuation Office Agency initially refused the request as vexatious but subsequently provided some information. The Commissioner’s decision is that VOA failed to comply with its section 1(1) duties within 20 working days and therefore breached section 10 of the FOIA. The Commissioner does not require any steps to be taken in respect of this request.
