Safeguarding Vulnerable Groups – discusses circumstances in which risks identified in relation to a sexual offence against an adult can be said to be ‘transferable’ to regulated activity with children – given SVGA 2006 definition of children (under the age of 18) there is no requirement that the person in question must have any particular sexual interest in children, merely that there is an unacceptable risk that he would be tempted to exploit the vulnerabilities of a person under the age of 18 when he had the opportunity (whether or not he was aware that they were under 18).
