Rugby Borough Council (the Council) refused to disclose that information citing section 40(2) of FOIA (personal information). The Commissioner has concluded that disclosure of the withheld information would be unfair and thus is exempt from disclosure on the basis of section 40(2) of FOIA. He requires no steps to be taken.
