The Claimant campaigning group, contended that, under international law, Morocco had no right to exercise sovereignty over Western Sahara or to exploit its resources unless acting with the consent of the people of that territory and for their exclusive benefit; and that it owed duties as an occupying power, which have not been fulfilled.
