The complainant requested minutes for any meetings in which the Final Audit Report of Upshire Primary Foundation School (‘the school’) 2011/12 was discussed. The school refused to comply with the request as it viewed the request to be vexatious. The school cited section 14(1) of the Freedom of Information Act (FOIA) as its grounds for refusal. The Commissioner’s decision is the school has correctly applied section 14(1) of the FOIA and that the request is vexatious. The Commissioner does not require the public authority to take any steps in this matter.
