The complainant requested details of all licensed dog breeders in the Carmarthenshire area. Carmarthenshire County Council confirmed the number of licensed breeders but withheld the names and addresses of breeders under section 40(2) of the FOIA. The Commissioner’s decision is that the Council correctly applied section 40(2) to the list of licensed dog breeders. He does not require any steps to be taken.
