The complainant requested information relating to the passenger arrangements put into effect at Earl’s Court station. Transport for London (TfL) has failed to provide a substantive response to that request and the Commissioner consequently finds a breach of section 10(1) of FOIA. The Commissioner requires the public authority either to comply with section 1(1)(b) or to issue a valid refusal notice compliant with section 17 of FOIA.
