The officers supported the proposal but the committee and inspector went against it, on the basis that it would be a loss of an opportunity to a neighbouring football club to expand. The landowner said there was no evidence of any prospect of the club acquiring the land.
Held: The inspector had failed properly to consider the probability of the club acquiring the land. Its offer had been rejected. The inspector had not explained her reasoning, and the landowner was entitled to know how the conclusion had been reached.
