East coast windfarm projects – On 13 February 2014, the Royal Society for the Protection of Birds (the RSPB) asked the Scottish Ministers (the Ministers) for information relating to east coast windfarm projects. The Ministers refused to make the information available on the basis that the request was manifestly
unreasonable because of the burden it would place on them to respond.
The Commissioner accepted that the request was manifestly unreasonable and that, as a result, the Ministers were entitled to refuse to make the information available to the RSPB.
