The Commissioner’s decision is that the public authority wrongly assessed the complainant’s request as vexatious. The Commissioner requires the public authority to take the following steps to ensure compliance with the legislation: respond to the request, either by providing the requested information or by issuing a refusal notice under section 17 of the Act.
