The court described how it was to exercise any discretion it had to give relief on an application for judicial review: ‘The court has an overall discretion as to whether to grant relief or not. In considering how that discretion should be exercised, the court is entitled to have regard to such matters as the following: (1) The nature and importance of the flaw in the challenged decision.
