Ratio: ICO The complainant requested information from the London Borough of Merton (‘the council’?) concerning a contract. The council disclosed the information with the exception of some that it considered was excepted under regulation 12(5)(e) of the Environmental Information Regulations 2004 (#the EIR’?), the exception relating to commercial confidences.
