It was agreed that the respondent was not a statutory water undertaker, and the extent of the applicants right of supply was governed by the Act establishing the right to draw water. Still, the applicants were not entitled to the full amount of water supply they sought. Held: Although the water authority was under a statutory duty to supply wholesome water, it was not a duty that was owed to a defined limited class of the public.
