(Central Criminal Court) The defendant, while a general election was pending, published in a national newspaper an advertisement attacking the financial policy of the outgoing Labour government. Held: The interpretion of laws restricting expenditure and 'promoting the election of a candidate' are inapplicable to advertising promoting or denigrating parties generally. Section 63 was not intended to prohibit expenditure incurred on advertisements designed to support the interest of a particular party generally in all constituencies, at any rate at the time of a general election and not supporting a particular candidate in a particular constituency.
