The applicant sought an order of certiorari to prevent an investigation of his companies which sought to raise funds for charities. Did the Charity Commission have jurisdiction under the section? Held: The companies were themselves charities and clearly raised funds by proclaiming that the funds were being raised for charities. The moneys raised and held were subject to a charitable trust, and the Commission had jurisdiction to investigate.

A trust set up to educate on the topic of 'militarism and disarmament' was primarily set up for political purposes and so was not eligible for charitable status. Ambiguity in stated purposes could be resolved by looking at surrounding activities.
