(Commission) An Italian citizen had been handed over by the authorities in Costa Rica to Italian police who obliged him to go on board an Italian Air Force plane.
Held: The Commission was satisfied that he was under the authority of the Italian state and therefore within the jurisdiction of that country from the time he was handed over, notwithstanding that this authority was being exercised abroad.
