ICO The complainant has requested a submission provided by the Foreign and Commonwealth Office (FCO) to the European Court of Human Rights (ECofHR) in relation to a particular case. The Equality and Human Rights Commission (EHRC) refused to provide the requested information under section 32(1)(a) of the Freedom of Information Act 2000 (FOIA).
