The complainant requested internal communications relating to a request for assistance made by an organisation following a flood. The Department provided some information, but withheld the remainder under regulation 12(4)(e) of the EIR. The Commissioner’s decision is that the public interest in maintaining the exception does not outweigh the public interest in disclosure. The Commissioner requires the public authority to disclose the withheld information in full.
