The complainant requested information relating to the transfer of pensions of officers of the Royal Parks Police from the Principle Civil Service Pension Scheme to the Police Pension Scheme. The public authority withheld part of the information citing sections 35 (formulation of government policy) and section 40 (personal information). The Commissioner has found that while section 35 does apply to the information withheld the public interest favours its disclosure. Additionally the Commissioner finds that section 40 exempts personal information relating to individuals included in the pensions transfer, but has been incorrectly applied to personal information relating to employees of the public authority.
