The complainant requested recommendations that were made by the Government Office of the East Midlands to the Office of the Deputy Prime Minister, which subsequently led to two linked planning applications being ‘called in’. The public authority claimed that the recommendations constituted internal communications and the public interest in maintaining the exception outweighed the public interest in disclosure. The Commissioner is satisfied that the authority applied the exception correctly. However, after careful consideration, the Commissioner disagrees with the authority’s assessment of the public interest and therefore, requires the authority to release the requested information within 30 days.
