If an offender is convicted in a magistrates’ court of a number of offences, and is sentenced by the magistrates for some of those offences but committed to the Crown Court for sentence on one or more of them, does section 161A of the Criminal Justice Act 2003 require both the magistrates’ court and the Crown Court to order him to pay a surcharge?
